Workforce, Training & Development (WTD)

The Workforce, Training and Development Directorate, led by Director Robert Nemala, oversees the planning, coordination and delivery of all core public service training programs within SILAG. The Directorate ensures that all training initiatives are aligned with national priorities and contribute to building a competent, ethical and future-focused public sector workforce.
Under Director Nemala’s leadership, the Directorate drives continuous improvement in curriculum design, accreditation standards and training quality. It supervises key training divisions, strengthens compliance with NTC and DHERST requirements, and ensures that all programs meet the evolving skills and leadership needs of public servants across the country.
The Directorate also plays a strategic role in fostering partnerships, promoting innovative training methods and monitoring overall program impact. Through digital learning expansion, applied research and strong stakeholder engagement, the Workforce, Training and Development Directorate supports SILAG’s mandate to strengthen public sector performance and contribute to national development outcomes.

Develops and implements long-term training plans that support national public service priorities.

Leads curriculum design, review, and quality assurance to maintain accredited and relevant programs.
3. Divisional Oversight
Supervises all core training divisions to ensure consistent, high-quality program delivery.
4. Monitoring & Reporting
Tracks program outcomes, participant performance, and institutional impact.
5. Partnerships & Capacity Building
Builds collaborations with government agencies, international partners, and donor organisations.
6. Innovation in Training Delivery
Promotes digital learning, blended training models, and applied research initiatives.
