The Somare Institute of Leadership and Governance (SILAG) is Papua New Guinea’s oldest institution dedicated to the training and development of public servants, with a proud history spanning more than six decades.

The Institute’s journey began in 1954 with the establishment of the Public Service Institute, which provided in-service training and study programs for early public sector administrators. In 1963, the institution evolved into the Administrative College (ADCOL), expanding its role in developing leadership and administrative capacity for the nation.

Today, the institution is known as the Somare Institute of Leadership and Governance (SILAG), continuing its national mandate to strengthen leadership, governance, and professionalism across Papua New Guinea’s public service through high-quality training and development programs.

Looking to the future, SILAG is on a strategic pathway to transition into a fully-fledged Public Service University by 2027. This transformation will broaden academic offerings, strengthen research and innovation, and deliver nationally and internationally accredited programs.

As part of this vision, SILAG also aims to extend its training services to sub-national governments and the wider Pacific region, contributing to regional public sector workforce development and leadership excellence.
