The Somare Institute of Leadership and Governance (SILAG) has embarked on a journey to nurture ethical, values-based leaders for Papua New Guinea. Building on a proud legacy of developing national leaders since 1954, the Institute remains committed to promoting good governance and the prudent management of public resources through high-quality training programs.
As the premier government training institution for public servants, SILAG is dedicated to developing a competent and responsive workforce aligned with government priorities, while addressing the evolving capacity needs of service delivery agencies. We firmly believe that the quality and impact of our training will restore and strengthen client confidence, reflecting the standards and reputation established during the nation’s formative years.
Under my leadership, SILAG’s strategic direction is to expand its reach to sub-national governments and the wider Pacific region, while progressing towards its vision of becoming a Public Service University by 2027.
I sincerely acknowledge the continued support of the Government of Papua New Guinea, Australia, Republic of South Korea, China, our other bilateral partners, and all stakeholders. We look forward to achieving further milestones together as we strengthen Papua New Guinea’s public sector capacity in 2026 and beyond.

Foreword from the CEO
The Somare Institute of Leadership and Governance (PILAG), formerly known as the Papua New Guinea Institute of Public Administration (PNGIPA), has embarked on a journey of grooming ethical and values-based future leaders in the country. Continuing the legacy of producing national leaders since 1963, the Institute is focused on promoting good governance and prudent management of public resources through its training programs.
As the premier government training institute for public servants, we are determined to in still a competent workforce that is responsive to the priorities of the government, simultaneously addressing the capacity needs of service movers. It is our firm belief that the quality and impact of training we provide will bring back client confidence renown in the formative years of this nation.
Let me reiterate that under my leadership, the future prospect for this institute is to reach out to the sub-national levels and the Pacific in terms of public-sector workforce training.
I would like to extend my appreciation to both the Governments of PNG and Australia for their continuous support to the Institute. We look forward to achieving many more milestones together, in terms of building PNG’s public sector capacity in 2020 and beyond.
