Learning Development, Research & Innovation (LDRI)

 

The Learning, Development, Research and Innovation (LDRI) Directorate is led by Director Ms. Rebecca Gonapa. The LDRI Directorate plays a central role in strengthening SILAG’s academic quality and institutional development. It oversees curriculum development, research activities, and library services, ensuring all programs meet national training standards and align with the competencies required in the public service. LDRI also guides SILAG’s transition into a university by building staff capacity in course development, research, and online learning.

Through its three divisions—Curriculum Development, Research & Innovation, and Library Services—LDRI facilitates course design, industry consultation, impact studies, and the management of physical and digital learning resources. The directorate ensures all courses undergo stakeholder validation and quality assurance processes, while also promoting applied research through initiatives such as training needs assessments, evaluation studies, and academic seminars.

LDRI further leads SILAG’s online learning transformation, supporting the shift from Google Classroom to Moodle, and coordinating compliance with DHERST’s higher education standards. With a growing emphasis on innovation, research, and accessible learning resources, the LDRI Directorate remains a key driver in preparing SILAG to deliver higher-level qualifications and become a fully recognized university.

  • Develops courses from PNGQF Level 2–5, aligned to public service competencies.

  • Conducts industry consultations, stakeholder validation, and quality assurance of all courses.

  • Leads research initiatives, including training needs analysis, impact studies, and the Bully Beef Seminar.

  • Supports SILAG’s move toward university-level programs, including research capacity building.

  • Oversees and trains staff on online learning platforms (Google Classroom → Moodle).

  • Ensures SILAG complies with DHERST higher education standards.

    • Handles end-to-end course design, development, review, piloting, and accreditation.

    • Produces learner workbooks, assessment guides, and all official learning materials.

    • Conducts research to inform curriculum and training delivery.

    • Leads training needs assessments, course evaluations, and impact studies.

    • Uses a 5-Step Evaluation Process (Pre-program → Reaction → Learning → Transfer → Impact).

  • Library Services Division

    • Provides learning resources for staff, students, and the public.

    • Manages physical and digital collections using the Liberty Library Management System.

    • Supports research, cataloguing, documentation, and patron services.

  • Organizing and cataloguing books and resources

  • Assisting users with information searches

  • Maintaining digital and physical catalogues

  • Providing computer and research support

  • Offering printing, internet, and bookshop services
